Contract Description:
This project describes the Nez Perce Tribe's efforts to monitor currently ongoing NPT fisheries.  Sampling strategies are designed to provide greater data precision in treaty catch reports and exploitation rates during select Nez Perce fishery seasons.  Harvest management is intertwined with all Columbia Basin artificial production programs (particularly BPA-funding hatchery facilities) and affects the status of naturally produced stocks as well.  The Nez Perce Tribe has monitored its fisheries primarily by funding sources outside the Northwest Power Planning Council (NPPC) process.  However, the subbasin planning process has documented the need to incorporate this very important aspect of fisheries management within the existing Fish and Wildlife Program.

The work of the SOW is focused on actual on-the-ground harvest monitoring in Snake, Salmon and Clearwater rivers and their tributaries and ... in the Zone 6 fishery (Bonneville Dam to McNary Dam).  In addition, there will be work to design and verify the monitoring techniques and disseminate the monitoring data to cooperating agencies on a regular basis.

B199474165Produce Environmental Compliance DocumentationProduce Environmental Compliance DocumentationWork under this contract involves only monitoring of Nez Perce treaty fisheries; such fisheries are guided by ESA Biological Assessments and Tribal Resource Management Plans. The harvest monitoring activities do not involve the direct sampling of live fish. The harvest monitoring work by nature will not induce direct or indirect mortalities to listed fish.$3,2441.16%01/01/202012/31/2020

D199476156Develop RM&E Methods and DesignsDevelop annual harvest monitoring methodologyThis Work Element addresses the need to assure a well-designed sampling effort to obtain reliable harvest data that are essential for stock assessment and adult fish harvest and hatchery management activities. Achieve objective of implementing statistical survey methods to estimate harvest in specific tributaries and to assist in evaluating impacts of planned fisheries on populations/stocks being harvested in treaty fisheries. Harvest monitoring of tribal fisheries relies upon run-size and run-size estimates for those salmon and steelhead stocks/populations produced in BPA-funded hatcheries that support fisheries. Pre-season and early in-season run-size estimates provided by the Technical Advisory Committee under the US v Oregon process, including co-manager stock forecasts and discussions at subbasin scale, are integrated into implementation of the harvest monitoring methodologies.$25,4179.09%01/01/202012/31/2020
E199477157Collect/Generate/Validate Field and Lab DataImplement harvest monitoring methodology and disseminate harvest monitoring results (Creel Survey)On the ground harvest monitoring using the Creel Survey protocol will be implemented by developing a training program based on literature review, current sampling plan, and past monitoring experience. Monitoring will focus on specific Nez Perce Tribe Snake River Basin tributary fisheries for spring/summer Chinook salmon (aggregate Clearwater River) and steelhead/fall Chinook (aggregate Clearwater/North Fork Clearwater). Data is entered and stored in two places depending upon the fishery: (1) standard Excel spreadsheet and (2) a harvest database being developed and maintained at CRITFC; harvest summary reports will be supplied to cooperators on a regular basis.$70,91125.36%01/01/202012/31/2020
F199478157Collect/Generate/Validate Field and Lab DataImplement Harvest Monitoring Methodology and Disseminate Harvest Monitoring results (In-season)On the ground harvest monitoring using the In-season Interview Survey protocol will be implemented by employing a training program based on literature review, current sampling plan, and past monitoring experience. Areas/species monitored will include Clearwater Spring Chinook and South Fork Salmon River spring/summer Chinook (other Salmon Subbasin tributaries if possible). Data will be entered and stored in two places depending upon fishery: (1) standard Excel spreadsheet and (2) a harvest database being developed and maintained at CRITFC; harvest summary reports will be supplied to cooperators on a regular basis.$99,76735.68%01/01/202012/31/2020
G199479157Collect/Generate/Validate Field and Lab DataImplement Harvest Monitoring Methodology and Disseminate Harvest Monitoring Results (Post-season)Harvest monitoring using the Post-season Interview protocol will be implemented by employing a training program based on literature review, current sampling plan, and past monitoring experience. Areas/species monitored will include Snake River Basin Steelhead, Chinook salmon (spring, summer and fall-runs), and Coho salmon, to the extent practicable and available (primarily harvest of fish produced by BPA funded hatcheries, but it is expected that estimates will also be completed for other areas/species). Data will be entered and stored in two places depending upon fishery: (1) standard Excel spreadsheet and (2) a harvest database being developed and maintained at CRITFC; harvest summary reports will be supplied to cooperators on a regular basis. In future, the objective of the project is to transition to the use of a harvest database to complete this work element.$33,55412.00%01/01/202012/31/2020
H199480157Collect/Generate/Validate Field and Lab DataImplement Harvest Monitoring methodology and Disseminate Harvest Monitoring Results (Gill net)On the ground harvest monitoring using Gill Net In-season Survey protocol will be implemented by employing a training program based on literature review, current sampling plan, and past monitoring experience. Areas/species monitored will include Snake River Basin spring/summer Chinook, Snake River fall chinook and steelhead in the mainstem Snake and Clearwater rivers, and Zone 6 spring management period (primarily Ceremonial and Subsistence permit fishing). Data will be entered and stored in two places: (1) standard Excel spreadsheet and (2) a harvest database being developed and maintained at CRITFC; harvest summary reports will be supplied to cooperators on a regular basis. In future, the objective of the project is to transition to the use of a harvest database to complete this work element. For now, the estimates generated by the harvest database will be verified using the standard Excel harvest estimators (to ensure estimates are correct).$20,5807.36%01/01/202012/31/2020
